The consortium whose name has not been revealed has offered to build the 1,200 metre-long stretch of road for 57 million euro.

The underground boulevard is aimed at easing traffic in the central area. Three other bidders answered the tender issued by the authorities in the capital of Macedonia.

A Ukrainian firm has offered to build the stretch of road for 61 million euro, a consortium of Macedonian construction companies offered their services for 76 million while a combined Bulgarian-Portuguese company put in a bid for 92 million.

“The evaluation of the bids is ongoing next which we will arrange an electronic auction,” Nedelco Krstevski, the spokesperson for the city, said.

If the city chooses a winner from the four, construction could start by the end of the year or early in 2014 and should last for no additional than three years. This means that the passage may be complete around 2016.

The city plans to build the four-lane road with financial help from the government. The two authorities last year signed an agreement to jointly finance the project, which was initially estimated to cost around 30 million euro.

This is the second underground boulevard aimed at easing heavy traffic jams in the centre. In March 2012, the city signed a arrangement with the Turkish firm Limak to build an extra kilometre-long underground street.

Under the terms of the transaction, the company will build the six-lane underground street and hand it over to the city for free. In return, Limak will be able to build a large commercial and residential complex on land above the street.
