Ukraine Communication Profile 2012

10/11/2010  The country of Ukraine  shares borders with the CIS nations Russia,Moldova, Belarus, and the European Union member countries Poland, Slovakia, Hungary and Romania. With  a tough  period in the transition to independence of Ukraine has experienced strong economic growth leading to accession to the World Trade Organization (WTO) in 2008. Ukraine has been negatively impacted by the recent global economic turmoil like many of its neighbors, . One of the most affected countries, Ukraine has turned to the International Monetary Fund (IMF) for assistance in November 2008 and has since worked to restore economic health.

The country , economic and historical ties with Russia are participating obvious as it is its main trading partner, has a large ethnic Russian minority and the Russian language is spoken by the general population, especially in areas of Est.Now Ukraine has sought closer relations with the EU, and expressed aspirations to eventually join the EU.

The country  before  held official relations with the E.U  through it, AOS European Neighbourhood Policy (ENP), through which financial assistance is offered in exchange for observation under strict conditions of government and / or economic reform . Under the ENP, the EU-Ukraine ENP Action Plan was adopted by both countries in February 2005.

The ENP Action Plan has set objectives for strategic development which involves, inter alia, telecommunications and information society. Telecoms and development goals included the information society:
Ensure fair competition in the markets for electronic communications.
Adopt the State Programme, Aue-Ukraine, the African Union for the Development of Information Society and explore possible support by the EU for its implementation. This includes promotion of e-commerce, e-government, e-health, e-learning initiatives through the provision of advanced infrastructures, development of local content and the introduction of pilot
Improve ICT literacy among the general public through training programs in computer science to the public.Mirroring the general economy, Ukraine, AM entire telecommunications industry has experienced steady growth. Market liberalization has opened the entire communications market to competition, the success of this policy is evident in the markets of broadband and mobile, but not as such on the market of fixed telephony, where incumbent still dominates the market.
